Ilex: articulación de ciencia y tecnología para contribuir al gobierno electrónico en Cuba

Abstract

LexCuba es un proyecto marco de investigación, desarrollo e innovación (I+D+i) que provee soluciones tecnológicas integrales para la creación, gestión, publicación, acceso y preservación de documentos legales y de gobierno; integrado por profesionales del Derecho, informáticos y pedagogos, pertenecientes al Grupo de Investigación de Informática Jurídica del Centro de Gobierno Electrónico de la Universidad de las Ciencias Informáticas. Los resultados del proyecto tributan directamente al “Programa Ramal del MINJUS_Centro de Investigaciones Jurídicas” y al proyecto 1514 registrado en el Programa de Automatización que coordina el ICIMAF (Instituto Cubano de Investigación Matemática y Física) en el Ministerio de Ciencia, Tecnología y Medio Ambiente (CITMA). Entre estos resultados se encuentra la suite iLex, orientada a facilitar el acceso de la población a trámites, servicios legales, información pública y la comunicación oficial utilizando los dispositivos móviles, y con ello contribuir al desarrollo de modelos de gobierno electrónico centrados en el ciudadano. En el presente trabajo se realiza un análisis de los fundamentos teórico-metodológicos que desde los estudios sobre Ciencia, Tecnología y Sociedad aplican a esta solución informática y con ello valorar su pertinencia social. Para el desarrollo del trabajo fueron utilizados los siguientes métodos: el histórico-lógico, el analítico-sintético, el inductivo-deductivo, el análisis documental y la encuesta. Del punto de vista computacional, las aplicaciones móviles que componen la suite emplean la metodología SCRUM, dada las características del equipo y su orientación a la entrega rápida de resultados y alta flexibilidad.

LexCuba is a framework project for research, development and innovation (R + D + i) that provides comprehensive technological solutions for the creation, management, publication, access and preservation of legal and government documents; made up of legal professionals, computer scientists and pedagogues, belonging to the Legal Informatics Research Group of the Electronic Government Center of the University of Informatics Sciences. The results of the project are directly taxed to the “Branch Program of the MINJUS_Centre for Legal Investigations” and to project 1514 registered in the Automation Program coordinated by ICIMAF in the Ministry of Science, Technology and Environment (CITMA). Among these results is the iLex suite, aimed at facilitating the population's access to procedures, legal services, public information and official communication using mobile devices, and thereby contributing to the development of citizen-centered electronic government models. In the present work, an analysis is made of the theoretical-methodological foundations that, from the studies on Science, Technology and Society, apply to this computer solution and with it, assess its social relevance. The following methods were used for the development of the work: the historical-logical, the analytical-synthetic, the inductive-deductive, the documentary analysis and the survey. From the computational point of view, the mobile applications that make up the suite employ the SCRUM methodology, given the characteristics of the equipment and its focus on rapid delivery of results and high flexibility.
