Sistemas de información en salud para la toma oportuna de decisiones. Ejemplo de Cuba

Abstract

Con el objetivo de evaluar desde el punto de vista teórico el tema de los Sistemas de Información en Salud para la toma oportuna de decisiones y su situación actual en Cuba, se realizó un estudio de revisión bibliográfica descriptiva entre los meses de abril y mayo de 2021 en bases de datos en internet y documentos impresos sobre el tema. Fueron incluidos en el estudio todos los trabajos que abordaran el tema de estudio, siendo excluidos aquellos en que solo fue encontrado un resumen de los mismos. Se realizó una selección de artículos de autores cubanos, de la región de las Américas y de las organizaciones regulatorias del sector de la salud. Los resultados se agruparon según aspectos de interés a selección el autor en: definición, el caso de Cuba, fundamentación de la importancia del Sistema de Información en Salud para el desarrollo del Sistema Nacional de Salud, situación actual, limitaciones y retos. Se determinó que el proceso de informatización del sector de la salud se ha perfeccionado y profundizado con el avance de la tecnología en las últimas décadas; en Cuba existe voluntad política para desarrollar un Sistema de Salud en el que los Sistemas de Información en Salud estén al nivel de competitividad mundial con un elevado nivel de informatización y que aún cuando se encuentran determinantes económicas que influyen en el desarrollo del Sistema de Información en Salud cubano, se trabaja en la optimización de los recursos con que se cuenta para continuar la informatización del sector.

With the aim of evaluating from a theoretical point of view the issue of Health Information Systems for timely decision-making and its current situation in Cuba, a descriptive bibliographic review study was carried out between the months of April and May 2021 in databases on the internet and printed documents on the subject. All the papers that addressed the study topic were included in the study, excluding those in which only an abstract of them was found. A selection of articles by Cuban authors, from the Americas region, and from regulatory organizations of the health sector was made. The results were grouped according to aspects of interest to the author's selection in: definition, the case of Cuba, justification of the importance of the Health Information System for the development of the National Health System, current situation, limitations and challenges. It was determined that the computerization process of the health sector has been perfected and deepened with the advancement of technology in recent decades; In Cuba there is political will to develop a Health System in which Health Information Systems are at the level of global competitiveness with a high level of computerization and that even when there are economic determinants that influence the development of the Information System in Cuban Health, work is being done on optimizing the resources available to continue the computerization of the sector.
